HOUSE PASSES EDUCATION JOBS/FMAP FUNDING BILL |
August 10, 2010
Congratulations!! Our CSEA and CAUSE voices were heard. The House just passed by a vote of 247-161 a $26.1 billion bill (HR 1586) that will help preserve education jobs and help states pay for medical care -- $10 billion to prevent layoffs of school and public employees, as well as $16.1 billion in Medicaid help to the states.
The legislation appropriates $10 billion for a new Education Jobs Fund, through which the Education Department would provide aid to local school districts to prevent layoffs in elementary and secondary schools. The measure requires the department, within 45 days of the measure's enactment, to allocate funding to states that have submitted applications for funding. If a state does not submit an application within 30 days of enactment, the measure allows the department to award funding directly to entities within the state. Also contained is maintenance of effort requirement, under which states that receive funding could not decrease state education funding in FY 2011.

Governor Signs AB 346, Clarifying Fingerprinting, Background Check Requirements for Volunteers |
|
July 15, 2010 Gov. Arnold Schwarzenegger recently signed AB 346 by Assemblymember Connie Conway (R-Tulare), which clarifies fingerprinting requirements and background security checks for school volunteers. The law takes effect immediately. Basically, the intent of the legislation is to ensure those individuals who are working directly with students at a school sponsored activity are fingerprinted. But the fingerprinting requirement does not apply to individuals who are in programs “affiliated with” a school district; the bill only deals with school sponsored pupil activities. The bill also continues the exemption for volunteer supervisors for breakfast, lunch, or other nutritional periods and nonteaching volunteer aides under the immediate supervision of a certificated employee. Districts may also exempt from this new requirement parents volunteering in classrooms or on field trips and community members providing non-instructional services. |
